Madhukar Gupta Committee Submitted its Report

  • The Committee constituted under the Chairmanship of Madhukar Gupta, has submitted its report to the government to strengthen border protection and address vulnerabilities in fencing along the Indo-Pakistan border.
  • The Committee has given its recommendations broadly on the issues of Threats and Border Protection, assessment of force level, deployment on the border, infrastructure andtechnology issues for protection of border and administrative issues.
  • It has been decided to initiate action in light of the recommendations of the Committee in consultation with the stakeholders.

Inter-State River Water Disputes (Amendment) Bill, 2017 Introduced in Lok Sabha

  • The Union Minister of Water Resources, River Development and Ganga Rejuvenation Uma Bharti introduced Inter-State River Water Disputes (Amendment) Bill, 2017 in Lok Sabha on March 13, 2017.
  • The Bill proposes a Single Standing Tribunal (with multiple benches) instead of existing multiple tribunals, which shall consist of one Chairperson, one Vice-Chairperson and not more than six other members.
  • While, the term of office of the Chairperson is five year or till he attains the age of 70 years, whichever is earlier, the term of office of Vice-Chairperson and other member of tribunal shall be co-terminus with the adjudication of the water dispute.
  • The Bill also provides for the appointment of Assessors to provide technical support to the tribunal. They shall be appointed from amongst experts serving in the Central Water engineering Service not below the rank of Chief Engineer.

Lok Sabha Passed the Admiralty Bill, 2016

  • The Admiralty (Jurisdiction and Settlement of Maritime Claims) Bill, 2016 was passed by the Lok Sabha on March 12, 2017.
  • The Bill aims to establish a legal framework to consolidate the existing laws relating to admiralty jurisdiction of Courts, admiralty proceedings on maritime claims, arrest of vessels and related issues.
  • It also aims to replace archaic laws which are hindering efficient governance. The Bill confers admiralty jurisdiction on High Courts located in coastal States of India and this jurisdiction extends upto territorial waters.
  • The Bill provides for prioritisation of maritime claims and maritime liens while providing protection to owners, charterers, operators, crew members and seafarers at the same time.

Government Launched Mission to Achieve Blue Revolution

  • Recognising the potential and possibilities in the fisheries sector, the government of India has envisaged a programme named ‘Blue Revolution’ to unlock the country’s latent potential through an integrated approach on March 13, 2017.
  • Greater emphasis will be on infrastructure with an equally strong focus on management and conservation of the resources through technology transfer to increase in the income of the fishers and fish farmers.
  • The department has identified 20 States based on their potential and other relevant factors to strengthen the Fish Seed infrastructure in the country.
  • This programme with a total expenditure of about Rs 52000 lakh will facilitate the establishment of hatcheries and Fingerling rearing pond to ensure the fish production of 426 crore fish fingerling, 25.50 crore Post Larvae of shrimp and crab in the country.

Rajya Sabha Passed Bill to Amend Enemy Property Act

  • The Rajya Sabha passed a Bill to amend a 49-year-old law to guard against claims of succession or transfer of properties left by people who migrated to Pakistan and China, amid a walkout by the entire Opposition on March 11, 2017.
  • The Enemy Property (Amendment and Validation) Bill, 2016, which amends the Enemy Property Act, 1968, was passed by voice vote in the Rajya Sabha despite the opposition demanding deferring of the debate on the draft legislation for a threadbare deliberation next week.
  • The Bill amends the Enemy Property Act, 1968, to vest all rights, titles and interests over enemy property in the Custodian.
  • The Bill declares transfer of enemy property by the enemy, conducted under the Act, to be void. This applies retrospectively to transfers that have occurred before or after 1968.
