Life Expectancy Highest in Jammu and Kashmir
- Jammu and Kashmir has the highest life expectancy, except life expectancy at birth, surpassing Kerala, which topped the list till 2010, according to the data given by the Registrar General of India (RGI) on October 23, 2016.
- According to the RGI’s Sample Registration System (SRS) data prepared following surveys done between 2010 and 2014, Kerala used to be the leader in life expectancy in almost all categories of age till 2010.
- Kerala still has the highest overall life expectancy at birth at 74.9 years — 72 for men and 77.8 for women. Delhi is second, with an overall life expectancy at birth at 73.2 years.
- It is 72 for men and 74.7 for women. Jammu and Kashmir stands at third and it had the second-highest life expectancy at birth. It is behind only Kerala even during 2006-10.
Maharashtra Government Launched Kaushalya Setu Skill-development Programme
- Maharashtra government launched ‘Kaushalya Setu’, its skill development programme for students on October 19, 2016.
- Under the Kaushalya Setu initiative, students of Maharashtra State Board of Secondary & Higher Secondary Education, who fail to clear Class X or S SC exam, would be accommodated in the skill development courses, so that they do not lose a year.
- Under this programme, no student will sit at home after matriculation and will receive skill-oriented training.

Three Hydro Projects Inaugurated in Himachal Pradesh
- Prime Minister Modi inaugurated three State-run mega hydro power of 1752 MW capacity in Himachal Pradesh during his day-long maiden visit to the State.
- After visiting Mandi in Himachal Pradesh, Prime Minister Narendra Modi reached Punjab Agricultural University in Ludhiana and he launched two schemes-National SC/ST Hub and Zero Defect Zero Effect scheme.
- Himachal Chief Minister Virbhadra Singh submitted a 13-point memorandum to Prime Minister Narendra Modi on October 18, 2016 at Mandi, Himachal Pradesh. He also seeking among other things a special compensation grant of Rs 1000 crore for preserving forests.
- PM Narendra Modi distributed 500 traditional wooden chark to women spinners belonging to the five local Khadi institutions.
- The chark has been given by the KVIC. The women spinners have been selected from different areas of Punjab.
Uttar Pradesh Government Launched Smartphone Scheme
- Chief Minister Akhilesh Yadav launched the Samajwadi Smart Phone Yojana, under which smartphones will be distributed among people in the state, to bridge the digital divide on October 12, 2016.
- To be eligible, applicants have to be residents of Uttar Pradesh, above 18 years of age and should have completed high school. Only those who meet this criteria and have a family income below Rs 6 lakh per annum will be able to apply for the scheme.
Jharkhand became First State to Implement Direct Benefit Transfer in Kerosene
- Jharkhand became the first State in the country to implement Direct Benefit Transfer (DBT) in Kerosene on October 4,2016.
- The scheme implemented in four identified districts of the State namely Chatra, Hazaribagh, Khunti and Jamtara.
- Under the DBT Scheme, PDS kerosene is being sold at non-subsidised price and the subsidy is being transferred to consumers directly into their bank accounts.
Madhya Pradesh Launched ‘Lalima Abhiyan’
- With an aim to make Madhya Pradesh anaemia-free, the State government launched a scheme ‘Lalima Abhiyan’ that become effective from November 1, 2016.
- Under the campaign, free iron folic acid tablets will be provided in aaganwadis’, academic institutions and hospitals.
- Acoording to National Family Health Survey data, 52.5% of women, aged between 15 to 49 years, are suffering from anaemia.
- Natural, modem and traditional measures will be publicised during the campaign that will involve the Public Health Engineering, Ayush and School Education Department as well.
Assam Human Development Report 2014 Released
- Assam Chief Minister Sarbananda Sonowal released the ‘Assam Human Development Report 2014’ and the Vision and Strategic Architecture Document on SDGs, namely, Assam 2030 : Our Dream, Our Commitment on October, 2016.
- Assam has witnessed a ‘steady and continuous improvement’ in human development with its latest Human Development Index (HDI) estimated at 0’557 against the national average of 0.586.
- This is the second Human Development Report for the State, the first was published a decade back in 2003. The present Report is based on a survey of 39998 households and 187511 individuals from 27 districts of the State.
