National Current Affairs November 2015 for Competitive Exams

Nod for Three more AIIMS-Uke Institutions

  • The Union Cabinet on October 7, 2015 approved setting-up of three more AIIMS-like institutions at Nagpur (Maharashtra), Mangalagiri (Andhra Pradesh) and Kalyani (West Bengal) under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY).
  • The latest decision takes the number of AilMS-like institutions to 11, with only the Delhi AIIMS functioning at full capacity These institutions will address regional imbalances in tertiary health care services. The Cabinet has stated that the project will involve a financial implication of Rs 4949 crore.
  • The Union Cabinet also gave its approval to set-up National War Memorial and National War Museum at Princess Park, near India Gate, New Delhi. It will be set up for more than 22500 soldiers who have lost their lives. The project will cost an estimate of Rs 500 crore.
  • The Union Cabinet approved a Memorandum of Understandings (MoU) and agreement with Kazakhstan and Turkmenistan on cooperation in field of sports. They were signed in July, 2015 for bilateral exchange programmes.
  • The Union Cabinet gave its ex-facto approval to the protocol signed between India and Seychelles lor cooperation in the field of blue economy.
  • The protocol was signed in August, 2015 when President ot Seychelles visited India Blue Economy is marine based economic development that leads to improved human well-being and social equity

Cadre Review and Formation of a Service by the Name of ISDS

  • The Union Cabinet chaired by the Prime Minister Narendra Modi gave its approval on October 7. 2015 for the formation of a Group ‘K service of the technical cadre of the Ministry of Skill Development & Entrepreneurship (MSD&E).
  • The Cabinet also gave its approval for introduction of Non-functional Selection Grade (NFSG) to the extent of 15% of SDPs at the STS level as applicable in Group ‘A’ Engineering Service. This decision will enhance the capacity and efficiency of the organisation.
  • This was earlier called the Directorate General of Employment & Training, Ministry’ of Labour Employment Now, the new service will be called the Indian Skill Development Service (ISDS).

Second Phase of Mission Indradhanush Launched

  • The Union government launched the 2nd phase of the ambitious immunisation programme Indradhanush on October 5, 2015. In this phase, 352 districts have been selected including 279 mid-priority districts, 33 from North-East States and 40 districts from the phase one, w here large number of missed-out children were detected.
  • ‘Mission Indradhanush’ aims at fully immunising more than 89 lakh children who are cither unvaccinated or partially vaccinated and those who have not been covered during routine immunisation for various reasons.
  • The Mission aims to immunise them against seven life-threatening but vaccine-preventable diseases—diphtheria, whooping cough, tetanus, tuberculosis, polio, measles and hepatitis-B. Ministry aims to achieve full immunisation of more than 90% children by 2020.
  • The second phase will commence from October 7 for a week. This will be followed by week-long intensified immunisation drives for three consecutive months starting from November 7 and December 7, 2015 and January 7, 2016.

Government to Spend Rs 70000 Crore on 12 Major Ports

  • Union Minister Nitin Gadkari said at the first meeting of the National Sagannala Apex Committee (NSAC) on October 5, 2015 that the government has lined up about Rs 70000 crore for its 12 major ports on the SagarmaJa Project which aimed at port-led development in coastal areas
  • The project is aimed at development of coastal States through modernisation, mechanisation and computerisation and would create huge employment besides boosting the country’s GDP. Government also aims to promote tourism and fishery under Sagarmala There are 290 light houses and 1300 islands in the country which could be developed.
  • Two ports i.C-, Kandla and Paradip were being developed into Green smart cities and the government is eyeing at t 4500 profit t from ports this fiscal, at Navi Mumbai Spec ial Economic Zone, there are investment proposals for Rs 4000 crore, which wOl provide employment to 1.5 lakh youth.

Union Government Unveiled ‘Kisan’ Project

  • The Central government launched a pilot programme ‘Kisan’ on October 5, 2015 that will use satellite and drone-based imaging and other geo-spatial technology to get timely and accurate data on crop yields. It is launched to fasten payment of crop insurance claims to fanners.
  • Initially, the pilot study will be carried out in rice arid cotton fields in four districts during the ongoing Kharif season in Karnataka (Shimoga district), Maharastra (Yavatmal), Haryana (Kurkshetra) and Madhya Pradesh (Seoni).
  • The government also launched an Android-based app for collection of data of hailstorm to access large-scale damage to standing crops. Payment of crop insurance claims is done on the basis of crop cutting experiments and the, government was concerned over the delays in settlements.
  • The farmers by using this application on their smartphones can immediately send photos of their crop damage due to hailstorm to officials concerned for immediate relief.
  • The app will be used by state agriculture officials and the data will help the Union Agriculture Ministry in having very fast assessment of damage to crops because of hailstorm.
