International Centre for Foot and Mouth Disease in Odisha Unveiled

  • The Union Minister for agriculture and farmers’ welfare Radha Mohan Singh inaugurated International Centre for Foot and Mouth Disease (ICFMD) built at a cost of Rs 200 crore at Arugul on the outskirts of Bhubaneswar on April 1, 2017.
  • Since, foot and mouth diseases an infectious and sometimes fatal viral disease that affects cloven-hoofed animals, including domestic and wild bovids, such a research centre will be beneficial to find put the remedies for the disease.
  • Though 70 countries have eradicated the disease successfully, it is still endemic in India and has a direct bearing on the rural economy and farmers who depend on the cattle for eke out their living.

Prime Minister Inaugurated India’s Longest Road Tunnel in Jammu-Kashmir

  • Prime Minister inaugurated the country’s longest road tunnel, Chenani-Nashri tunnel, that links Kashmir with Jammu by an all-weather route and reduces the distance by 31 km on April 31, 2017.
  • The key features of the tunnel are that it is a single-tube bi-directional tunnel, with a 9.35 m carriageway, and a vertical clearance of 5 m.
  • There is also a parallel escape tunnel, with ‘Cross Passages’ connecting to the main tunnel at intervals of 300 m.
  • It also has smart features such as an Integrated Traffic Control System; Surveillance, Ventilation and Broadcast Systems; Fire Fighting System.

Himachal Pradesh Launched LED Lights, Energy Saving Fans Distribution Scheme

  • Himachal Pradesh Chief Minister Vlrbhadra Singh launched a scheme allowing distribution of LED tubelights and energy-efficient fans as part of an initiative to promote energy saving on March 31,2017.
  • Energy Efficiency Services Limited (EESL), a joint venture of Public- Sector Units (PSU) of Ministry of Power, government of India will implement this programme across the State in a phased manner in collaboration with the State government and Himachal Pradesh State Electricity Board Limited (HPSEBL).
  • Approximately, 74 lakh bulbs to 12 lakh consumers had been distributed which resulted into energy saving of approximately 150 MU per annum.

Gujarat Assembly Passed Animal Preservation (Amendment) Bill 2017

  • Gujarat Animal Preservation (Amendment) Bill 2017 was passed by the majority votes in the absence of opposition member States on March 31, 2017.
  • The minimum jail term for illegal ferrying of cows for slaughter has been raised from 7 to 10 years against the current provision of 3 to 7 years. The monetary penalty has also been increased from Rs 50000 to Rs 1 lakh.
  • Further, the proposed amendment bill also allows police to acquire the forfeited vehicles seized for illegal ferrying of cattle. Earlier, the police had to release the vehicles after six months of filing the FIR. The proposed amendment bill also makes offences under the act cognizable and non-bailable.

Himachal Pradesh Budget for 2016-17

  • The Himachal Pradesh Assembly passed the general budget for 2016-17 and the related Appropriation Bill, atithorising the state government to incur expenditure of Rs 34738.72 crore from consolidated fund on March 31, 2017.
  • The House debated the demands in respect of roads and bridges, education and health and the remaining demands were passed without discussion after Speaker BBL Butail applied guillotine.
  • The Rs 1421.87 crore deficit for budget for 2016-17 was presented.
