Karnataka Chief Minister Launched ‘Pratibimba’ to Project Achievements

  • Karnataka Chief Minister Siddaramaiah launched a comprehensive web-based platform showcasing the government’s performance and achievements to the citizens on March 7, 2017.
  • It developed as the Chief Minister’s dash board, ‘Pratibimba’, which means reflection, will serve as a tool to improve efficiency in governance and allow citizens to track government’s progress.
  • ‘Pratibimba’ is a reflection of the growth stOTy and development of the State, and the dash board will reflect the works of all the departments across flagship schemes, key programmes and projects undertaken in the State.
  • The dash board is available both in English and Kannada. Karnataka is the second State in the country after Andhra Pradesh to have such a dash board.

Haryana Budget for 2017-18

  • The Finance Minister proposed a budget of Rs 102329.35 crore, which is an increase of Rs 9041.59 or 13.18% from the last budget. The budget comprises 21.88% as capital expenditure of Rs 12393.52 crore and 78.12% as reventie expenditure if Rs 79935.84 crore.
  • No new taxes introduced by the Finance Minister. The State government has further decided to make bio-diesel bio diesel (B-100) and solar devices and parts used in installation of solar ppwer projects tax-free by exempting them from the levy of VAT.
  • Agriculture and allied sectors (including Irrigation, Cooperation and Rural Electrification subsidy) are to receive Rs 4963.09 crore while Rs 15546.65 crore has been proposed for the education sector.
  • The Health and Family Welfare sector has been allocated an amount of Rs 3839.90 crore. Rs 399.88 crore has been earmarked for development of Industries and Minerals. Rs 6859.55 crore has been proposed for Social Welfare, Women and Child Development, and Welfare of SCs and BCs. Rs 12685.71 crore for power sector.

Rajasthan Budget for 2017-18

  • Rajasthan government presented a budget of Rs 166000 crore in which many sectors infrastructure development, transport, agriculture, higher education and water resources gets the major allocation on March 8, 2017.
  • No change in VAT except 15% increase on tobacco products. Internet service providers will be exempted from paying entertainment tax on online booking of movie tickets.
  • Recommendations of seventh pay commission to be implemented in the State. Home department to get Rs 5600 crore which is 11.80% more than the previous year.
  • Block headquarters will be connected with fibre, eight lakh people will be given IT training in 2017-18.
  • Rs 158.63 crore allocated for art, culture and archaeology department which is 49.42% more than the Revised Estimates of 2016-17.
  • Rs 36 crore allocated for basic infra, conservation, beautification and renovation works a t various tourist places in State.
  • Rs 2 crore allocated for 25 lakh bigger plants, provision of Rs 3 crore for development of 5 Smriti Van.

Annual Tribal Festival ‘Bhagoria’, Held in Madhya Pradesh

  • The annual tribal festival ‘Bhagoria’ began in four other districts of Madhya Pradesh from March 6, 2017. Young tribal men and women attired in colourful dresses, turn up at the haats with their traditional musical instruments to sing and dance as a part of the festival.
  • Bhagoria Haat Festival is organised in Khargone district and Jhabua. The haat is organised in the form of a ‘swayamvar’ or a marriage market where young girls and boys are allowed to choose their partners.
  • Bhagoria Haat Festival has an agricultural significance attached to it, that is, it coincides with the end of harvesting. So, some people also celebrate it to mark the completion of harvesting.

Odisha Showed Decline in IMR

  • For the first time in the last 16 years, the Odisha’s Infant Mortality Rate (IMR) has come down to 40 per thousand live births, which is below the national average of 41 on March 3, 2017.
  • The State has also achieved significant reduction in Under-5 mortality rate, anaemia, malnourishment and total fertility rate.
  • The flagship MAMATA scheme, which benefited 25 lakh women, has also made a significant contribution in ensuring safe delivery and healthy infants.

West Bengal Clinical Establishments (Registration Regulations Transparency) Bill, 2017 Passed

  • The West Bengal Clinical Establishments (registration regulations transparency) Bill, 2017 was passed in the state assembly with full support. The Bill will have provisions to not only monitor private healthcare institutes but also to impose penalty in case of violations.
  • There are also provisions in the bill which says that private healthcare institutes cannot refuse admission and treatment hi emergency cases such as acid attack, rape and accident victims.
  • The hospital will have to admit these patients and begin treatment, even if the patient could not afford the treatment immediately. The Bill comes in the wake of the deaths of a few patients in alleged cases of medical negligence against private hospitals in the State.

Haryana Government Announced ‘Tirtha Darshan’ Scheme

  • The State government had prepared a Tirtha Darshan’ scheme under which citizens above 60 years of age and of Haryana domicile would be able to go on a pilgrimage within the country at government expense on March 3, 2017.
  • Under the scheme, the government would bear the entire cost of the tour of senior citizens belonging to Below Poverty Line (BPL) families.
  • In case of a couple, the expenses of the spouse belonging to BPL family would also be borne by the government. They would also be able to take along an assistant. In case of senior citizens of non-BPL families, the government would bear only 70% of the cost.
  • The senior citizens would be selected for the pilgrimage on the basis of draw of lots Over 400 destinations can be visited under the scheme.
